In this guide, you’ll learn how to set up and send invitations to known offerors to complete subcontracting plans in SBCX. Specifically, you’ll learn how to:
- Enable the invitation workflow within a plan request
- Send invitations to offerors by UEI and CAGE Code
- Know what the invited business will receive and need to do

3. What the Invited Business Will Receive
1. Setting Up Invitations
To invite known offerors, start by configuring your subcontracting plan to allow invitations:
- Go to Subcontracting Plan Reviews and select Create New Request.
- Under Project Information, for Multiple Awards, select No (see Creating a Subcontracting Plan Request, Figure 3).
- Under Proposal Details, answer Yes to Do you know the Offerors?
- The Invite Offerors section appears and opens four additional steps.

2. Sending Invitations
Step 1: Search for the Offeror
Use the offeror’s UEI and optional CAGE Code to search for their organization.

Step 2: Confirm the Organization
Make sure the organization’s data is accurate. If needed, search again to find the correct match.
Step 3: Add Contact and Period Details
In Proposal Details, provide a valid POC email and period of performance.

SBCX sends the invitation via email to the offeror’s Prime POC and an optional additional contact.
You can update the email addresses at any time.
Step 4: Review and Send
After reviewing all details, send the invitation to the selected offeror(s).
To delay sending, select Save for Later—this keeps the invitation in a Started status.
Once sent, offerors will receive a registration link and instructions to submit their plan.

3. What the Invited Business Will Receive
The invited business contact will receive an email from noreply@mysbcx.hhs.gov with a link to begin the registration process. They’ll need to:
- Confirm their email address
- Provide company information (from SAM.gov)
- Create a user account
- Complete registration and await account activation
Only users listed as SAM.gov Points of Contact (POC) can activate others in their business.
