Creating a Subcontracting Plan Request

In this guide, you’ll learn how to initiate a Subcontracting Plan Request in SBCX. You’ll learn how to:

1. Start a Subcontracting Plan Request

To create a new subcontracting plan:

  1. Log in to SBCX as a government user.

  2. Go to Subcontracting Plan Reviews.

  3. Select Create New Subcontracting Plan Review to begin a new request.

The creation process includes four steps:

  • Get a Control Code

  • Add Plan Identifiers

  • Provide Requirements

  • Publish the Request

2. Get a Control Code

Search for a 653 Control Code if available, or proceed without one.

Note: Each control code can only be used once.

3. Add Plan Identifiers

Enter the Project Information, including points of contact and award configuration details.

4. Provide Requirements

Specify the Submission Deadline. SBCX will enforce the deadline and notify you when the evaluation phase begins.

If you select Yes for Multiple Awards:

  • SBCX allows you to enter an optional eligible subcontracting dollar amount, which all offerors can use.

If you select No for Multiple Awards:

  • You can send invitations directly to known offerors.

  • You’ll also choose whether the calculation method is based on Total Contract Value (TCV) or Eligible Subcontracting Dollars (ESD).

If the offerors are unknown:

  • You still must choose either TCV or ESD as the basis for calculations.

5. Publish the Request

Once complete, publish the request and share the link with vendors.
The link can be embedded in your solicitation documents and prompts vendors to register with SBCX.

Button Definitions

  • Save for Later – Keeps the plan in Started (draft) status.

  • Complete and Publish – Makes the request available for responses.

  • Copy Link – Saves the request URL to your clipboard.

  • Complete and Return to Subcontracting Plans – Publishes the link and takes you back to your dashboard.
