1. Introducing SBCX

SBCX is a single, integrated small-business solution that brings HHS OSDBU systems together in one platform. Key points:


  • Single sign-on for small business workflows (forecasting, Small Business 653 Reviews, etc.).
      
  • Your SBCX dashboard is personalized after registration and activation (see Starting SBCX).
      
  • If you believe you should see additional permissions or features, contact OSDBU at sbmail@hhs.gov.
      
  • Some sections described here may not appear if you don’t have the required permissions.

2. Role permissions in SBCX

SBCX assigns permissions by role. Below is a short, role-by-role summary:


  • Anonymous users
    • Unregistered or logged-out users. View-only access to public information.
        
  • Industry contractors
    • Two roles: Business user and Business Admin User.
    • Business Admin User = SAM-authorized Government Business POC.
        
  • Operating Divisions (OPDIVs)
    • Roles include Contract Specialist (CS), Contracting Officer (CO), Program Official (PO), Head of Contracting Activity (HCA), and Deputy Head of Contracting Activity (DHCA).
        
  • Small Business Administration (SBA)
    • SBA PCR (Procurement Center Representative). No access to User Administration.
        
  • OSDBU
    • Roles include Small Business Specialist (SBS), OSDBU Admin, OSDBU Director (OSDBUD), and OSDBU Deputy Director (OSDBUDD).



3. Small Business Directory

Use the directory to find and export small business data.


  • Search by keyword, NAICS, company name, UEI, or small business categories.
      
  • Results show detailed company information and update with the latest directory data every login.
      
  • If you’re signed in, you can save searches, name them, and export results to Excel. Saved searches appear under Saved Searches.
      
  • Non-government users see only public information.
      
  • Registered vendors may create company profiles and add marketing data (see SBCX for Industry).

Common small business categories include (but are not limited to):

  • VOSB — Veteran-Owned Small Business
      
  • SDVOSB — Service-Disabled Veteran-Owned Small Business
      
  • WOSB — Women-Owned Small Business
      
  • SDB — Small & Disadvantaged Business
      
  • HUBZone
      
  • 8(a) Small Business
      
  • Minority-owned subcategories (Native American, American Indian, Tribally Owned, Native Hawaiian, Alaskan Native Corporation) — included for IHS



4. SBCX Administration 

HCA and DHCA have access to User Administration for OPDIVs they registered (Admin  Government Users). 


  • Click a row to open a user’s details and manage that user.
      
  • You can update: login status, availability, Forecast Opportunity access, and user role.
      
  • Use toggle switches to change permissions and availability quickly.

OPDIV HCA/DHCA can assign/manage these roles:

  • Contract Specialist (CS)
      
  • Contracting Officer (CO)
      
  • Program Official (PO)
      
  • Deputy Head of Contracting Activity (DHCA)
      
  • (IHS only) Small Business Technical Advisor (SBTA)



User Details

When editing a user, choose Update User to save changes. Status definitions:


  • Initial — System generated after registration; requires approver activation.
      
  • Active — User has been activated by an approving administrator.
      
  • Archived — User should no longer have access.
      
  • Disabled — System suspension after repeated failed logins.


Note: OSDBU Administrators can set status to Active and use Reset Password in Credential Management so users can sign in and set their own passwords.



Availability / On Leave

Each user maintains their own availability under My Account / Profile  Update Availability.


  • Availability affects workflows that route through multiple approvers or reviewers.
      
  • If a user fails to update availability, administrators can set:
    • Available or
    • Not available / On leave


Forecast Opportunities (See Forecast Opportunities)

Forecast Opportunity permissions are role-based:


  • Contract Specialist (CS) — May be Approved / NOT approved to create Forecast Opportunities (permission managed by HCA/DHCA).
      
  • HCA / DHCA — When managing a CS, they can also set Allowed / NOT allowed to publish Forecast Opportunities.
      
  • Other OPDIV users — May be set Allowed / NOT allowed to create, edit, and publish Forecast Opportunities depending on their role.


Small Business Reviews (See Small Business Reviews)

  • Access to Small Business Reviews is authorized only by OSDBU roles.
      
  • A user’s User Role may include OPDIV or OSDBU roles as permitted — users cannot assign roles higher than their own permission level.



5. SBCX Reports

Reports are redesigned to communicate key information quickly. Available reports depend on your role.


Visible to CS, CO, PO, SBTA, and SBA PCR:

  • Total Businesses Registered
      
  • Businesses with Registered Users
      
  • Businesses with NO Registered Users
      
  • Small Business Directory Registrations


Visible to HCA / DHCA (in addition to the above):

  • Reviews in Progress
      
  • Reviews Completed
      
  • Forecast Opportunities Published
      
  • Small Business Reviews Assigned for their OPDIV
      
  • Total Users for their OPDIV
