1. Overview

The Small Business Review (SBR) tool in SBCX supports collaboration across government users by assigning different roles and access levels. Depending on your role, you may be able to initiate, revise, assign, or approve reviews.

2. Review Roles

Role

What They Can Do

Creator

Starts a Small Business Review; can edit and submit for approval.

Reviewer

Can comment, request changes, or escalate the review to another user.

Approver

Can finalize a review; selects a Next Reviewer if routing is required.

OSDBU Admin

Manages workflow routing and can reassign reviews across users or divisions.


Your assigned role is based on your account permissions in SBCX. These are set by a government administrator.



3. Views and Filters

SBCX provides filters based on your activity and role:

View

What It Shows

My Reviews

Reviews you created or are assigned to.

All Reviews

All finalized reviews visible to your role or division.


Use these views to find reviews quickly based on your responsibilities.



4. Review Sections

Each Small Business Review is organized under three tabs:

  • Documents – Uploaded market research or planning files
      
  • Summary – Project and acquisition details
      
  • Status – Workflow history, comments, and approvals

5. Next Actions (for Reviewers & Approvers)

When it's your turn to act on a review, available actions include:

  • Approve – Finalizes the review or routes to the next approver
      
  • Request Revision – Sends it back to the creator for updates
      
  • Request a Comment – Adds a comment or question without rejecting
      
  • Assign to Another Reviewer – Reassigns the review to a new contact

      

Only reviewers with proper permissions will see all options above when available.



6. Who Can Assign or Reassign Reviews?

  • OSDBU Admins can assign or reassign reviews at any time (after creation)
     
  • Approvers can select the next reviewer when forwarding a review
     
  • Creators may see limited options for assigning depending on access
